Timely Resolution of Public Grievances

Various grievance redressal mechanisms are in place at different levels to receive, examine, and resolve complaints and suggestions related to the services of the Grama Panchayat in accordance with the law.

At Grama Panchayat Level
At Secretary Level
At the Governing Committee Level

Complaints related to Panchayat services, tax, licenses, building construction, sanitation, street lighting, and other similar matters can be submitted at the Grama Panchayat office.

Complaints are forwarded to the concerned section for examination, necessary reports are obtained, and further action is taken in accordance with the law.

Matters requiring a decision of the Governing Committee or policy-level intervention can be submitted for consideration by the Grama Panchayat Governing Committee.

Issues that are beyond the jurisdiction of the Grama Panchayat or require further action can be brought to the attention of the concerned Block-level authorities.Matters that cannot be resolved at the Grama Panchayat level or require district-level intervention can be submitted for consideration by the concerned district authorities.For matters relating to Local Self-Government Institutions, the concerned state-level authorities, including the Department of Local Self-Government, can be approached according to the applicable jurisdiction.

For matters related to corruption, abuse of power, irregularities, etc., in Local Self-Government Institutions, the Ombudsman system can be approached in accordance with the applicable legal provisions.Applications can be submitted to the concerned Public Information Officer under the Right to Information Act, 2005, to obtain government records or information.An appellate mechanism is available against decisions taken by the Panchayat Governing Committee or Secretary, rejection of licenses, cancellation of building permits, and similar matters. Delays or difficulties in services can be reported online to the Chief Minister through cmo.kerala.gov.in. Officials are bound to resolve the issues within the stipulated time.The online single-window system of the Local Self-Government Department. Complaints can be submitted without visiting the office, and their real-time progress can be tracked through Track Status.Complaints can be directly submitted to the Vigilance Department regarding demands for bribes in offices, major financial irregularities, misappropriation of government funds, and similar matters.

Points to Note When Submitting a Complaint

  • Clearly mention the subject of the complaint.
  • Attach copies of the necessary documents.
  • Provide your name, address, and phone number.
  • Note and keep the complaint/acknowledgement number received.
  • If you have already submitted a complaint, mention the previous complaint number.
  • In matters where an appeal provision exists under a special law, approach the concerned appellate authority.
